Marine Le Pen announced her candidacy for the 2017 French presidential election on 8 April 2016, and from her first day, maintained a high level of popularity in polls of opinion. She also appointed FN Senator David Rachline as her campaign manager. The FN was unable to raise funds because of the refusal of French banks to lend credit. Instead, the FN borrowed EUR9 million from the First Czech-Russian Bank in Moscow in 2014, despite European Union sanctions placed on Russia in the wake of the annexed territory of Crimea. In February 2016, the FN requested Russia for another loan one time in the amount of EUR27 million, however the second loan was never due. [124]
